Speaker: Mike Chard

                Director Office of Emergency Management

                 City and County of Boulder

TOPIC:  Situational Intuition - How to Develop the Skill and Apply It

The greatest skill in contingency planning is to develop the personal power of situational intuition. Recognizing when to implement a contingency plan and how to apply it at the right time, in the right way and with confidence are the keys to success. Mike will explain the process of how to develop this skill and apply it to any problem. He most recently had to apply the practice of situational contingency planning during the Four Mile Fire where he was the EOC Director during a 13 day emergency operations center activation. During the activation many problems presented themselves where a contingency plan was not yet developed or did not cover the problem and had to be addressed. The Four Mile Fire further advances the notion that plans can carry you only so far but a contingency system is the key to to being prepared and responsive to any situation.
