Recognizing when to implement a contingency plan and how to apply it at the right time, in the right way and with confidence are the keys to success. Mike will explain the process of how to develop this skill and apply it to any problem. He most recently had to apply the practice of situational contingency planning during the Four Mile Fire where he was the EOC Director during a 13 day emergency operations center activation. During the activation many problems presented themselves where a contingency plan was not yet developed or did not cover the problem and had to be addressed. The Four Mile Fire further advances the notion that plans can carry you only so far but a contingency system is the key to to being prepared and responsive to any situation.
Mike has been in emergency services since 1982 and has 25 years of fire & EMS experience and 6 years of emergency management experience. He has been the Emergency Manager for Boulder since June 2009. Throughout his career contingency planning has been an essential skill crafted, developed and forged through the many emergency situations he has responded to as a first responder. His planning experience as an emergency manager and fire service administrator has rounded out his understanding of developing, integrating and testing the many planning levels required to prepare, respond and recover from emergencies and potential disasters.
